However, APNIC recognises that some organisations wish to have access to resources from APNIC without becoming full APNIC members. These organisations can apply for resources as APNIC non-member account holders. 3 Fee schedule ------------------- APNIC non-member account holders must pay the invoice for services before APNIC can provide services to the non-member account holder. The fees associated with specific types of resource services are detailed below. 3.1 IP addresses A host address in IPv4 is defined as a /32 and a site address in IPv6 is defined a /48. The initial fee for an assignment or allocation of IP addresses is US$1.00 per host or site address, with a minimum fee of US$8,192.00. After the first year of the initial assignment or allocation, there is an annual registration fee is US$0.10 per host or site address, with a minimum fee of US$819.20. Failure to pay the annual maintenance fee will result in the registration record being removed from the APNIC Whois Database. The address space will then be returned to the APNIC free address pool to be reallocated. 3.2 Autonomous System numbers The fee for the assignment of an Autonomous System (AS) number is US$500.00 per AS number. After the first year of the initial AS number assignment, there is an annual maintenance fee is US$50.00 per AS number. Failure to pay the annual maintenance fee will result in the registration record being removed from the APNIC Whois Database. The AS number will then be returned to the APNIC free pool to be reassigned. 3.3 Reverse DNS delegations The fee for a reverse DNS delegation in the in-addr.arpa tree is US$50.00 per "natural class boundary" delegation. In CIDR terms, this equates to US$50.00 per /24 and /16 delegation. Delegations representing address ranges smaller than /24 cannot be made in the APNIC Whois Database. Address ranges larger than /24 but smaller than a /16 must be represented by multiple /24 reverse DNS delegations. For example, a /23 address range would be represented by two /24 reverse DNS delegations for a total fee of US$100.00. Similarly, address ranges larger than /16 but smaller than a /8 must be represented by multiple /16 reverse DNS delegations. The price for a reverse DNS delegation in the ip6.arpa tree is US$50.00 per "nibble boundary" delegation. Examples of nibble boundaries in IPv6 are /36 and /32. If a network wished to create reverse DNS delegations for a /35 allocation, this would be represented by two /36 reverse DNS delegations for a total fee of US$100.00. There is no annual maintenance fee for reverse DNS delegations; however, APNIC will remove reverse DNS delegations if the delegations refer to persistently lame DNS. For more information on lame DNS delegations registered in the APNIC Whois Database, see: http://www.apnic.net/services/rev-del/lame-del/ lame-del-response.html 3.4 Annual account fee for historical resource maintenance There is an annual US$100 account fee for non-member account holders wishing to have authorisation to update historical resource records and create assignment records within historical resource ranges. 3.5 Fee schedule summary The following table summarises the non-member account fee schedule: ==================================================================== Resource service | Unit | Fee | Yearly | | (US$) | maintenance fee | | | (US$) ==================================================================== | | | IP addresses | Host or | 1.00** | 0.10*** | site address* | | ---------------------+----------------+------------+---------------- Autonomous System | AS number | 500.00 | 50.00 (AS) numbers | | | ---------------------+----------------+------------+---------------- Reverse DNS | Reverse DNS | 50.00 | 0.00 delegations | domain**** | | ---------------------+----------------+------------+---------------- Annual account fee | Account name | 0.00 | 100.00 (historical resource | | | maintenance) | | | ---------------------+----------------+------------+---------------- * A host or site address is /32 in IPv4 and /48 in IPv6 ** The minimum initial fee for IP addresses is US$8,192.00 *** The minimum annual maintenance fee for IP addresses is US$819.20 **** A domain is per "natural class boundary" for IPv4 and per "nibble boundary" for IPv6. 4 Eligibility for resources -------------------------------- The following types of resources are available to APNIC non-member account holders: - IPv4 and IPv6 addresses - Autonomous System (AS) numbers - Reverse DNS delegations To become eligible to receive resources from APNIC, the following steps take place: 1. The organisation applies for a non-member account at: - APNIC non-member account application http://www.apnic.net/services/non-member/ 2. APNIC assigns the organisation a non-member account name. 3. The organisation submits the appropriate resource request form. - Resource request forms can be found in the resource guides at: http://www.apnic.net/services/ 4. APNIC hostmasters evaluate the resource request. 5. If the request is approved, APNIC send the organisation the APNIC Non-member Service Agreement and an invoice for the resources. 6. The organisation pays the invoice, signs the agreement and sends a copy of the signed agreement to APNIC. - Please note that non-member account holders must pay the invoice amount in full and sign and return the APNIC Non-member Service Agreement before they are able to receive any resources. 7. APNIC allocates or assigns resources to the organisation. When applying for resources, APNIC non-member account holders are subject to the same criteria as APNIC members. Below are the APNIC policies that document the criteria for APNIC-delegated resources: IP addresses - Policies for IPv4 address space management in the Asia Pacific region http://www.apnic.net/docs/policy/add-manage-policy.html - IPv6 address allocation and assignment policy http://www.apnic.net/docs/policy/ipv6-address-policy.html Autonomous System numbers - Policies for Autonomous System number management in the Asia Pacific region http://www.apnic.net/docs/policy/asn-policy.html Note: In general, APNIC will allocate an AS number to a site which is currently multihomed or will be multihomed within a two week to one month timeframe.
